THAT the report titled, “Proposed Amendments to Council Code of Conduct” (COU22-083), be received; AND THAT a By-law be adopted to amend the Council Code of Conduct, to include additional provisions related to conduct and remedial measures, substantially in the form as attached. Concern was expressed by a member regarding whether Council should make a decision on this report given the timing of the term and because the amendments are related to conduct of Council and freedom of speech. A preference to defer the matter to the new Council was expressed and a deferral motion was made. No seconder was received for the deferral motion. It was suggested by Council members that it is important that a new Council starts off knowing what their responsibilities are. The Code of Conduct helps Council work better as a team and that an experienced Council knows what changes need to be made, whereas a new Council may not have a clear understanding of their roles at the beginning.
